In Belgian trade union history, public sector unions have long been a blind spot. With the study "ACOD: The Struggle for Strong Public Services ," the Flemish wing of the General Federation of Public Services (ACOD) and the Amsab-ISG have filled this gap.

This study focuses on the history of the Flemish ACOD, which, thanks to successive state reforms, has increasingly claimed a prominent role within the federal ACOD, without compromising federal solidarity within the socialist government union. The study also considers the specific nature of government unionism in Flanders and beyond. Civil servants are both employees and representatives of the political and legislative powers. This has far-reaching consequences for the civil servant's place in the political and union landscape in Flanders and beyond. In this study, we examine what this special position has entailed for the ACOD throughout its rich history, before examining the specific role of the ACOD in Flanders since the process of state reform began in 1970.
