1949-1988

The activity reports of the General Federation of Public Services (ACOD) are an interesting source for studying this trade union federation of the General Belgian Trade Union Confederation (ABVV). They provide a very detailed picture of its operations and structure.

The ACOD was founded on August 19, 1945, through the merger of several socialist government unions. Within the ACOD, there were eleven sectors, later expanded to nine: Post, Rail, Education, Local and Regional Government, Tram-Bus-Metro, Culture, Telecommunications-Aviation, Gazelco, and Government. These sectors were relatively independent, organized their own congresses, and published their own reports. Among the national governing bodies of the ACOD umbrella organization, the Permanent Secretariat was one of the most important, as it managed the daily administration and also compiled the activity report.

The activity report was first published in 1949. Apart from the name, little has changed over the years. The report was at its most detailed between 1949 and 1958. It consisted of two distinct parts. On the one hand, there was the moral or political report, a structured and detailed overview of the internal operations, the organizational structure, the propaganda tools, the membership numbers, the social situation, and the activities the ACOD undertook based on these. On the other hand, a section of the report was also devoted to the central organization's future plans. From 1961 onward, this section was published in a separate volume. From 1976 onward, the moral report was called the activity report, but this changed little in terms of content and structure.

The ACOD activity reports cover the period 1949-1988. They exist in both French and Dutch versions; only the latter has been digitized so far. The series is complete, except for the 1949 report, which has been replaced by the French version. The source has been further accessed through OCR.
